The first issue of the SAA newsletter was published under the name Plain Brown Rapper, in June of 1989. The first electronic copy available is from August-September of 1998.

In September of 2002 the format of the Plain Brown Rapper was changed to booklet instead of loose leaf. A more easily printable non booklet version was produced for the web.

In July of 2007 the name of the SAA newsletter was changed from Plain Brown Rapper to The Outer Circle.
